EPR Compliance in Spain
🇪🇸 Spain Compliance Guide

EPR Registration
Spain

Spain is the fourth largest EU Amazon marketplace. Spanish EPR regulations require producers to register with national authorities and participate in Integrated Management Systems (SIG) for waste collection.

01

WEEE Registration

Producers of electrical and electronic equipment must register with the Registro Integrado Industrial and join an approved SIG (Sistema Integrado de Gestion). Approved WEEE SIGs in Spain include Ecotic, Ecolec, ERP Spain, and Reinicia. Registration requires specifying equipment categories, brand names, and estimated annual volumes. The SIG handles collection and recycling obligations and charges producers an eco-contribution fee.

For a detailed breakdown of the steps, see how EPR works.

02

Packaging Registration — Ecoembes

Spain's packaging EPR is managed through Ecoembes, the country's dominant packaging recovery organisation. Producers placing packaged products on the Spanish market must join Ecoembes, declare their packaging types and volumes, and pay the Punto Verde (Green Dot) fee. Ecoembes coordinates municipal collection and recycling across Spain.

Compliance for packaging is a mandatory part of our EPR compliance service.

03

Battery Registration

Battery producers must register and join an approved battery SIG. Spain transposed the EU Battery Regulation, requiring separate registration and financial responsibility for battery collection and recycling.

04

Real Decreto 110/2015 — Spanish WEEE Framework

Spain transposed the EU WEEE Directive through Real Decreto 110/2015, which governs the production, sale, and end-of-life management of electrical and electronic equipment. The decree requires all producers to register with the Registro Integrado Industrial (the national industrial registry) before placing products on the Spanish market.

Registration must include the producer's identification, brand names, equipment categories, and the appointed Integrated Management System (SIG). Spain follows the open scope approach — virtually all EEE falls within scope unless specifically excluded. The Autonomous Communities (regional governments) share enforcement responsibility with national authorities.

05

Spanish Packaging EPR — Ecoembes and the Punto Verde

Ecoembes is the dominant packaging recovery organisation in Spain, managing the collection and recycling of lightweight packaging (plastics, metals, beverage cartons) and paper/cardboard packaging. Producers joining Ecoembes pay the Punto Verde (Green Dot) fee — an eco-contribution calculated by packaging material type and weight.

The Green Dot fee structure is tiered by material: plastics, metals, paper/cardboard, wood, glass, and other materials each have different per-kilogram rates. Ecoembes publishes rates annually. For Amazon sellers, the primary packaging materials are typically cardboard and plastic, with contributions ranging from approximately €0.30 to €0.50 per kilogram depending on material.

An alternative packaging PRO, Ecoembalajes, also operates in Spain. Eldris advises on the most appropriate organisation during onboarding based on your product and packaging profile. Check updated pricing here →

06

Amazon.es Compliance Requirements

Amazon Spain requires sellers of electrical and electronic equipment to provide valid WEEE registration numbers before listing products. The marketplace validates numbers against national records and restricts listings where compliance cannot be verified. Amazon may also enrol non-compliant sellers in its Pay on Behalf programme, deducting eco-contributions directly from seller accounts at rates that may exceed direct SIG membership costs.

Packaging EPR compliance is also enforced on Amazon.es, with sellers required to demonstrate Ecoembes or equivalent membership for products sold with packaging into the Spanish market.

07

Choosing a WEEE SIG in Spain

Spain operates several approved Integrated Management Systems (SIGs) for WEEE compliance. The major SIGs include Ecotic (the largest, covering consumer electronics and IT equipment), Ecolec (household appliances), ERP Spain (part of the European Recycling Platform), and Reinicia (smaller electronics categories). Each SIG manages collection and recycling within its specialisation and charges producers membership fees plus per-unit eco-contributions.

Eldris selects the most appropriate SIG based on your product categories and expected volumes. Some SIGs offer more competitive rates for certain equipment types. Eldris handles enrolment, contract negotiation, and all ongoing communication with the SIG on your behalf.

08

Regional Enforcement — Autonomous Communities

Spain's EPR enforcement is shared between national authorities and the 17 Autonomous Communities (regional governments). This creates a complex enforcement landscape where requirements and inspection practices can vary by region. The Autonomous Community where your products first enter Spain — typically determined by your fulfilment centre location — may conduct compliance checks independently of national authorities.

Amazon FBA sellers using Spanish fulfilment centres (primarily in Madrid and Barcelona regions) should be aware that regional inspectorates actively verify EPR compliance for marketplace sellers. Eldris ensures your registrations satisfy both national and regional requirements.

09

Spain as Part of EU Expansion

Spain is typically the fourth EU market Amazon sellers target after Germany and France. The Spanish market offers strong growth potential with lower competition than the northern European marketplaces. Sellers already registered with Eldris in other EU countries benefit from streamlined Spanish onboarding — existing business data is mapped to Spanish requirements automatically.

Frequently Asked Questions

How does WEEE registration work in Spain?

Spain's WEEE regulations are governed by Real Decreto 110/2015. Producers register with the Registro Integrado Industrial and join an approved Integrated Management System (SIG) such as Ecotic, Ecolec, ERP Spain, or Reinicia. The SIG handles collection and recycling on your behalf.

What is Ecoembes?

Ecoembes is Spain's primary packaging recovery organisation. Producers placing packaged goods on the Spanish market must join Ecoembes and pay the Punto Verde (Green Dot) fee based on packaging material type and weight placed on market annually.

Does Amazon.es require EPR numbers?

Yes. Amazon Spain requires valid WEEE and packaging EPR registration for electrical and packaged products. Non-compliant sellers face listing restrictions or automatic enrolment in Amazon Pay on Behalf at potentially higher contribution rates.

What reporting is required in Spain?

Annual reporting to your SIG covering the number and weight of electrical equipment placed on the Spanish market. Ecoembes requires annual packaging declarations. Battery producers report to their appointed battery SIG.

Do I need separate registration for each Autonomous Community?

No. National registration with the Registro Integrado Industrial covers all of Spain. However, Autonomous Communities conduct their own enforcement inspections. Eldris ensures your registration is structured to withstand both national and regional checks.

What are the Green Dot fees in Spain?

Ecoembes Green Dot fees are calculated per kilogram of packaging material, with rates varying by material type. Cardboard and paper attract lower rates than plastics. Rates are published annually by Ecoembes.
