WEEE Registration
Dutch WEEE obligations are fulfilled through registration with approved producer responsibility organisations. The primary WEEE PROs are Wecycle (formerly NVMP) for household electronics and Stichting Open for other categories. Producers must register, declare their equipment categories, and pay collection and recycling contributions based on product type and weight.
See our comprehensive EPR process for more details.
Packaging Registration — Afvalfonds Verpakkingen
All producers placing packaged products on the Dutch market must register with Afvalfonds Verpakkingen and pay waste management contributions. The Afvalfonds Verpakkingen manages the financing of packaging collection and recycling in the Netherlands. Contributions are calculated based on packaging material type and total weight placed on the market annually.
Packaging is a core part of our EPR compliance service.
Battery Registration
Battery producers must join an approved battery PRO such as Stibat. Registration covers portable, industrial, and automotive batteries. Producers declare battery types, chemistry, and annual volumes.
Dutch EPR Framework — Regulation and Enforcement
The Netherlands transposed the EU WEEE Directive through the Regulation on the Management of Electrical and Electronic Equipment (Regeling AEEA). The Dutch Human Environment and Transport Inspectorate (ILT) is the primary enforcement body.
The Dutch approach emphasises producer responsibility through collective schemes rather than individual producer obligations. This means registration with a PRO is both the legal obligation and the practical means of compliance. Wecycle handles household WEEE, while Stichting Open covers other categories including professional and industrial equipment.
Afvalfonds Verpakkingen — How Dutch Packaging EPR Works
The Afvalfonds Verpakkingen (Packaging Waste Fund) is a mandatory levy system for all producers and importers placing packaged products on the Dutch market. Unlike most EU packaging EPR systems that use PROs or Green Dot schemes, the Netherlands operates a centralised fund model.
Producers register directly with the Afvalfonds and pay waste management contributions based on packaging material type and total weight placed on market annually. Rates vary significantly — plastics attract the highest contributions while paper and glass are lower. View contribution pricing here →
Amazon.nl Compliance and Growing Enforcement
Amazon Netherlands (amazon.nl) launched as a full marketplace in 2020 and has grown rapidly. EPR enforcement follows the patterns established in Germany and France, with Amazon requiring valid WEEE and packaging registration numbers for relevant product categories.
The Netherlands also participates in cross-border enforcement cooperation with Germany and Belgium, meaning compliance data may be shared between national authorities. Sellers registered in Germany but selling into the Netherlands without separate Dutch registration are at risk of enforcement action.
Stibat — Dutch Battery Compliance
Stibat is the primary battery PRO in the Netherlands, managing the collection and recycling of portable, industrial, and automotive batteries. Battery producers register with Stibat and pay contributions based on battery type, chemistry, and weight placed on the Dutch market.
Under the EU Battery Regulation (2023/1542), which the Netherlands is implementing, battery producers face expanded obligations including due diligence requirements and carbon footprint declarations. Eldris monitors these requirements and updates your registrations accordingly.
ILT Enforcement and Inspections
The Inspectie Leefomgeving en Transport (ILT) is the Dutch authority responsible for EPR enforcement. ILT conducts market surveillance, compliance audits, and inspections of producers and importers.
ILT has increased its focus on online marketplace sellers since 2023, working with Amazon and other platforms to verify compliance data. The inspectorate participates in EU-wide coordinated enforcement campaigns, sharing intelligence with counterpart authorities in Germany, Belgium, and France.
Benelux Strategy — Netherlands and Belgium
Sellers targeting the Netherlands frequently also consider Belgium, which shares language overlap and logistics infrastructure. While Eldris currently covers the top 6 EU Amazon marketplaces, the Netherlands registration provides a foundation for Benelux expansion as Amazon's Belgian marketplace operations continue to develop.
What Eldris Handles for Netherlands
Frequently Asked Questions
How does WEEE work in the Netherlands?
The Netherlands WEEE system operates through PROs. Wecycle handles household electronics, while Stichting Open covers other categories. Producers register with the relevant PRO and pay contributions based on product weight.
What is Afvalfonds Verpakkingen?
Afvalfonds Verpakkingen is the Dutch packaging waste fund. All producers placing packaged goods on the Dutch market must register and pay environmental contributions based on packaging materials.
Does Amazon.nl require EPR registration?
Yes. Amazon Netherlands requires valid WEEE and packaging EPR numbers. Enforcement is increasing, especially for sellers already active in larger markets like Germany.
What reporting is required in the Netherlands?
Annual reporting of products and packaging weights placed on the Dutch market. Most reporting is due in the first quarter of the following year.
Do I need separate registration if I am already registered in Germany?
Yes. EPR is national. German registration does not cover the Netherlands. You need separate Dutch registration for each applicable waste stream.
How are Afvalfonds contributions calculated?
Contributions are based on material type and weight. Rates are set annually, with plastics typically carrying the highest costs per kilogram.
